Country Facilitator for Turkey

The Roma Education Fund (REF) is looking for the part-time Country Facilitator position to ensure implementation of the project activities in Turkey (Mersin) within the REF project “Increased education opportunities for Roma students and Roma youth in Western Balkans” funded by European Union. The Facilitator should closely collaborate with the national/local institutions and REF implementing partner organizations in Turkey on access to quality education at all levels for Roma children and youth and facilitate opportunities for Roma youth employability. Accordingly, the Facilitator will act as REF National Focal Point for Turkey and in collaboration with the project team will oversee the implementation of the project at the country level.

Background

The project “Increased education opportunities for Roma students and Roma youth in Western Balkans and Turkey” is aiming to contribute to improved social cohesion through increased education attainment and improved employability of marginalized Roma populations, as well to foster cross-country and regional dialogue and knowledge transfer. The actions of the project strive to:

1. Promote equal participation in quality education for Roma children and youth at all educational levels (pre-school, primary, secondary, university and vocational), and to improve educational outcomes (including preventing school drop-out) with a special focus on reducing the wide gap between male and female education levels;

2. Improve Roma youth employability, with a particular focus on gender-sensitive measures in employability, and smooth transition between end of studies and employment market;

3. Promote desegregation and systemic durable change for Roma in the education sector by producing a change of attitude towards Roma and Roma communities; by strengthening the and by using Roma role models as actors of change.

The primary target group of the project will be up to 4,700 disadvantaged Roma children and their parents in the seven target countries: Albania, Bosnia and Herzegovina, Kosovo, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Turkey (project’s countries).  The approximate number of children and parents directly benefiting from the project intervention in Turkey is 586, however the precise number of children and parents will be known once the community assessment baseline data are completed. 

Project’s Activities are:

  • Expanding access to quality Early Childhood Education/ECD services;
  • Expanding access to quality primary school education;
  • Increasing performance and employability of Roma secondary school students;
  • Increasing access and participation of Roma students in tertiary education and transition to labor market;
  • Contributing to policy development and regional knowledge exchange and communication.

Description of Responsibilities for the Country Facilitator

The Country Facilitator under direct supervision and guidance of the project team based in REF Headquarters Office in Budapest is expected to undertake the following tasks:

  • Develop, plan and organize project related activities for Turkey;
  • Act as a national project focal point for REF in Turkey thus representing the project within the country;
  • Interact with REF implementing partner organizations and other field professionals in Turkey;
  • Ensure that implementing partners submit regularly reports as required under the terms of the contract;
  • Disseminate, comment strategy/position papers that provide direction on education and employment policy issues impacting the field and/or offer suggestions about strategic project developments for REF and implementing partners;
  • Build and establish strategic relationships with education and employment institutions, CSOs and other relevant associations in Turkey;
  • Stay abreast of developments in the field, research and participation in relevant conferences and/or meetings;
  • Regular field monitoring, collecting data and reporting to the project team;
  • Perform other duties as required.

Other:

  • Travel requirements: frequent travel nationally (e.g. Ankara, Mersin) and if required internationally (e.g. project’s countries);
  • Participating in the REF organized trainings/events; 

Required Education and Experience

  • Bachelors’ degree/BA or equivalent degree; advanced degree preferred;
  • Minimum three years of relevant experience and/or training, or equivalent combination of education and experience;
  • Experience in / with civil society organizations is essential;
  • Experience and competencies in working in a multicultural environment;
  • Previous experience in working with Roma and/or Roma CSOs.

Skills required

  • In-depth knowledge and understanding of the Roma context in Turkey;
  • Effectively work as a team member, as well as independently, with a high-level of self-motivation and ability to set and meet goals;
  • Good knowledge of key organizations, education and employment networks active in Turkey, Mersin;
  • Ability to communicate ideas in a manner conducive to their practical application;
  • Excellent organizational, analytical, communication and interpersonal skills;
  • Fluency in written and spoken English language and of the respective country language;
  • Knowledge of Romani language is considered an added value;
  • Proficient level of computer literacy (Microsoft Word, Excel, Power Point etc.);
  • Driver license is considered an added value;

Start date: October/November (starting as soon as possible)

End date: One-year part time (33% monthly) contract with possibility of renewal

Location: Turkey (with frequent travel to Mersin)

Compensation: Commensurate with the experience
