Open Call: Trainers to Prepare Community Groups to Enter the Labor Market in Macedonia

The Roma Education Fund’s (REF) mission and ultimate goal is to close the gap in educational outcomes between Roma and non-Roma. In order to achieve this goal, the organization supports policies and programs which ensure quality education for Roma through scholarships, grant making and advocacy activities. The objectives of REF include:

  • Expanding Romani children’s access to quality early childhood education and care
  • Improving primary education outcomes for Romani children aged six to fourteen
  • Boosting academic performance and graduation rates from secondary education for Romani pupils
  • Supporting access to tertiary education, improving graduation levels and strengthening identity of Romani university students
  • Expanding employment opportunities for young Romani adults

The Roma Education Fund operates its activities in close links with civil society and institutional partners in 16 countries of Central and South Eastern Europe.


The Roma Education Fund in partnership with the Association for Education and Improvement of the Roma Community IRHOM TOPAANA, Roma Educational Center TERNIPE Delcevo and Association for the Development of the Roma Community SUMNAL is implementing the project "School Completion as Pathway towards Employment." The project is funded by the European Union, Operational Programme for Human Resource Development 2007-2013 under the Instrument of Pre-Accession assistance, Grant Agreement Grant Contract No.12-8409/1 (Reference No. EuropeAid/136315/ID/ACT/MK).

The overall objective is to promote equal opportunities in employment for Roma women and men by supporting Roma adults to complete primary and secondary education and empowering them to better access the labor market through training and community actions.

In order to reach the overall objective, we have identified the following specific objectives:

1. Increase the integration of Roma adults into the labor market through enhancing basic skills development, education and training in order to secure primary and secondary school diplomas;

2. Empower Roma women and men to combat gender and ethnic discrimination on the labor market through the establishment of community groups which promote continuous education and pathways to employment.

The first cycle of activities envisaged in this project foresee organizing education for adults in the given locations with an aim they obtain diplomas for finished primary and secondary education. Adults to attend school classes will also attend workshops and meetings for increasing their knowledge and improving their skills in order to ease their entrance to the labor market. A skilled facilitator/s is/are needed to work with the target group in reaching this goal.

In parallel, activities to motivate the community for employment are also envisaged within the project. Special focus groups will be created to empower the woman with an aim to find pathways towards their employment.

The project will provide space for organizing meetings and workshops twice a month in order to work with the adults on improving their job seeking skills. Local stakeholders and potential businessman will be involved also.

This call is open for selecting one or more trainer/s who will be expected to contribute in reaching the project goal by improving skills and abilities of the target group to be better prepared for the labor market in the given locations.

Purpose of Position

The Trainer is expected to:

  • Prepare Session Outlines with specific goals, proposing methodologies, activities, program/agenda, list of materials, expected results and observation points from each module. One module can contain more sessions. Session outlines should be sent at least one week before the training takes place;
  • Prepare timeline of trainings by locality and theme in cooperation with project coordinator and local team;
  • Organize and deliver trainings to the target groups in the given locations;
  • Submit a report from each module.

Reporting: The facilitator will submit report after each module delivered. There will be a template provided to the facilitator.

Candidate Profile

Individuals interested to apply should have:

  • University degree;
  • Working experience as trainer for at least 5 (five) years in the field of informal education in Macedonia and/or abroad;
  • Previous experience in delivering trainings on: How to prepare a successful CV, Motivation letter, how to properly prepare for a work interview, Time Management, Career Development and Communication Skills and similar;
  • Excellent knowledge on the labor market in Macedonia;
  • Sound information and familiarity with the challenges of the Roma community in Macedonia;
  • Proven skills for working with vulnerable groups and application of methodologies for enhancement of their understanding, skills and knowledge;
  • Very good communication skills and abilities to transfer knowledge and skills to groups and individuals;
  • Speak fluent Macedonian and available in Macedonia during the whole duration of the contract;
  • Have very good command of English language, working with computers (MS Office);
  • To be flexible in organizing the meetings/workshops according to the needs and time availability of the target.

Location: Trainings will take place in Skopje (Topaana), Bitola, Prilep, Vinica and Delcevo.

Start Date: Assignment is foreseen to take place between 15th of June and 15th of December 2017. The precise timeline will be designed in joint cooperation with the coordination team. Total 12 modules are envisaged on: How to prepare a successful CV, Motivation letter, how to properly prepare for a work interview, Time Management, Career Development and Communication Skills. 

Two trainings per location per month are to be scheduled.

Applications will be evaluated by representatives of the project based on quality of the application, required qualifications and matching with the expectations of the project.
