The joint project of REF and the Wolfensohn Development Center (part of the Washington based Brookings Institution) started with a two days brainstorming session to define the work program for the next 6 months. The project aims at improving REF approach to scaling up.
It will include the design of indicators in REF monitoring system and REF evaluations and the undertaking of two cases studies where efforts for scaling up successful pilot programs are under way.
