Position Available: Roma Education Fund Scholarship Program Officer

The Roma Education Fund’s (REF) mission and goal is to close the gap in educational outcomes between Roma and non-Roma. To achieve this goal, the organization supports policies and programs which ensure quality education for Roma through scholarships, grant making and advocacy activities.

The objectives of REF include:

  • Expanding Romani children’s access to quality early childhood education and care;
  • Improving primary education outcomes for Romani children aged six to fourteen;
  • Boosting academic performance and graduation rates from secondary education for Romani pupils;
  • Supporting access to tertiary education, improving graduation levels and strengthening identity of Romani university students, and Expanding employment opportunities for young Romani adults.

REF operates its activities in close links with civil society and institutional partners in 16 countries of Central and South Eastern Europe.

REF Scholarship Program (REF SP) offers scholarships for Roma students at the university level consisting of four scholarship schemes, available on a yearly basis: Roma Memorial University Scholarship Program (RMUSP); Law and Humanities Program (LHP); Roma International Scholar Program (RISP); and Roma Health Scholarship Program (RHSP). The schemes are implemented in the following countries (“the Program Countries”): Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Hungary, Kosovo, Macedonia, Moldova, Montenegro, Romania, Russia, Serbia, Slovakia, Turkey, and Ukraine.

Candidate Profile

Under the supervision of the Higher Education Program Manager (HEPM), the incumbent, who will be located in the Scholarship Program's headquarters in Budapest, will be responsible for the implementation of REF SP’s mandate, primarily of its scholarship schemes in Romania, and generally for SP’s portfolio, for all steps, stages, and components.

The main tasks and responsibilities are laid out below:

  • Contribute to REF SP Team’s overall effort and responsibility in implementing its mandate and the yearly scholarship cycles, at all stages, steps, and components (renewal of program criteria and application guidelines, outreaching campaigns, submission of applications, eligibility and evaluation, personal interviews, intermediary reporting, and  scholarship disbursements);
  • Preparing and submitting briefing papers, progress reports and status of implementation of SP cycles;
  • Drafting the SP reports to Donors, and contributing to SP’s inputs into REF’s annual qualitative and quantitative reports; providing input into the development of the SP work plan and calendar of events; providing input for the further development of the SP and of its scholarship schemes;
  • Assisting and contributing to SP’s input and reporting to the REF Board Meetings;
  • Contributing to SP team’s effort on assessing its work and outcomes, among others from the findings of the annual coordinators’ reports and the reports of their annual meetings, data reports, feedback from partner organization, and from SP beneficiaries and alumni;
  • Coordinating work in the SP Alumni and Beneficiary Network’s Facebook Groups;
  • Other emerging developments and tasks under REF SP’s portfolio.
Education/Competencies Required
  • BA or equivalent degree, preferably in humanities and social sciences;
  • Strong background work experience in running academic /higher education educational programs and/or working on youth and students mobilization and alumni-like activities; proficiency across all aspects of program management, administration and planning skills;
  • Good understanding of the higher educational programs and relevant policy frameworks and their implementation;
  • Strong data analysis skills – ability to take large amounts of data, analyze, identify patterns, issues, etc.; experience in operating with databases and data specific software and online platforms, data processing and statistics;
  • Continuous learning – promotes continuous learning for self and others;
  • Creativity and initiative – actively seeks new ways of improving programs or services;
  • Ability to work independently and under pressure, organize multiple parallel tasks, and meet expectations with minimal supervision;
  • Strong written and verbal communication skills, as well as strong interpersonal skills;
  • High level of computer proficiency (Microsoft Office, Excel, PowerPoint, Outlook) and good internet navigation skills (Internet Explorer, Firefox, Chrome);
  • Fluency in English, as well as in Romanian language, are essential requirements for the position. Knowledge of Romani language is considered as added value.
