Under the agreement with the European Commission Directorate-General European Neighbourhood Policy and Enlargement Negotiations (DG NEAR) to implement the second wave of the multi-country Roma education project in the Western Balkans and Turkey: 7 countries

Concerning the Call for Selection of Implementing Partner Organization on education levels – ECD and Primary education (ECD and PRI), Secondary Education (SEC), Tertiary Education (TER), REF publishes the answers to the questions received on the above-mentioned call.

QUESTION

I am writing on behalf of [name of the organization] with a question on applicant’s eligibility regarding the Call for the Selection of Implementing Partner Organizations in the Western Balkans and Turkey in the field of Expanding Access to Quality Early Childhood Development (ECD) and Primary School Education for Roma Children.


The call, in section 4.1 reads that “the applicant is a legally registered non-governmental organization in the given country”. Our organization is registered in Serbia as branch (representative) office of the US non-governmental organization. Therefore, we would like to inquiry whether we are eligible to be the lead applicant in this call, despite the fact that [name of the organization] is not a local Serbian NGO, but a branch office of American NGO in Serbia.

ANSWER

Regarding this question, unfortunately, based on the information provided, it appears that the organization, as a branch office of an US non-governmental organization (NGO) in Serbia, does not meet the requirement stated in section 4.1 of the call. The call explicitly states that the applicant must be a legally registered non-governmental organization in the given country.

In the mentioned situation, the organization is not a local Serbian NGO but a representative office of an American NGO and, hence, it does not fulfil the eligibility criteria.
