WINFORVET PROJECT PUTS A STRONG ACCENT ON GENDER MAINSTREAMING: READ THE NEWLY PUBLISHED GENDER ANALYSES OF ROMA GIRLS AND WOMEN IN VET IN ALBANIA AND KOSOVO*

The Gender Analyses of Roma Women and Girls in Vocational Education and Training (VET) in Albania and Kosovo put forwards sets of recommendations to the public, the business and the non-profit sectors, as well as to the Roma, Ashkali and Egyptian communities in both countries. Among the notifications concerning the public sector, are stronger advocacy for publicly available ethnic and gender-disaggregated, reliable and comprehensive data, as well as for an intersectional approach to different sub-groups of Roma and Egyptians in designing policies. Enhancement of the advocacy towards better inclusion of Roma and Egyptian girls and women in VET and in employment services is a solid accent in the set of proposals, too.

The authors of the analyses urge the non-profit sector to form networks and coalitions for joint actions on Roma and Egyptian employment and vocational education and training, and push for publishing and disseminating of relevant data regarding employment, education, VET and gender of Roma and Egyptians.

In regard to the corporate/ business sector, the critical consultations are directed towards more socially responsible practices of employers in relation to employment of Roma and Egyptians, with an accent on  non-discriminatory policies in businesses.

Roma and Egyptian communities, by their side, should continue collecting in-depth data on specific community needs and gender roles and practices to the comprehensive geographical coverage, and should keep on capturing the diversity between and within Roma and Egyptian sub-groups.

Finally, enabling meaningful participation of Roma and Egyptian representatives in planning, monitoring and evaluation of projects through advisory committees or other mechanisms, must be also put on the priority agenda.

Background information:

WinForVET project is implemented in Albania and Kosovo. The local project partners are Roma Versitas Albania and Roma Versitas Kosovo. The activities and outputs of the project are focused on two specific outcomes: education and employability. The primary target groups are up to 300 Roma beneficiaries (50% female) in both countries, as they will receive VET-related scholarships, training or employment.

Project “Education, Employment, Partnerships and Gender Equality: A Winning Formula for Roma in Vocational Education and Training”, is implemented by Roma Education Fund (REF), Roma Versitas Kosovo (RVK) and Roma Versitas Albania (RVA) and funded by the Austrian Development Cooperation.
